Shri Ravi Parmar joined the Indian Administrative Service (IAS) in 1992. Prior to this, he was also selected for Indian Police Service (IPS) in 1991 and was allotted Gujarat Cadre. He has done Masters in Public Policy from Maxewll School of Citizenship and Public Affairs, Syracuse University, New York, USA. Prior to joining the IAS Shri Parmar Served with Bank of India, State Bank of India and Customs & Excise department in various capacities. In March, 24 he took VRS to join as Chairman of Bihar Public Service Commission.
During his illustrious career spanning more than four decades, Shri Parmar has held many important positions in several departments including Health & Medical Education, Tourism, Mines and Geology, Sports, Minor Irrigation, Transport, Welfare etc. in the state government and in ministries of Steel, Personnel, Home Affairs, Shipping and Small-scale Industries in government of India. He was Chairman of the Mumbai Port Trust and Kandla Port Trust during 2013-2018. It was under his able and inspiring leadership that the Kandla Port became first major port to handle 100 million tonne of cargo in the year 2015-16.
He has been credited of taking innovative measures to improve fairness and transparency in conduct of written examinations and interviews. To eliminate the menace of paper leak, he has started use of multiple sets of question paper and have conducted more than three dozen exams successfully. To avoid baises/favourism in interviews, the roll number of candidates are double coded and interview boards are assigned randomly. Similarly the interview boards are formed by randomly selected experts and through draw of lots. During year 2024-25 the BPSC has recommended about 1,20,000 candidates following exams/interviews conducted through above methods.
Earlier in his career Shri Parmar served as Collector and District Magistrate of Dumka and Pakur district of Jharkhand and West Champaran district of Bihar during 1997 to 2003. Shri Parmar has been bestowed with many awards, Certificate of Appreciations and Commendation letters by different authorities.
