Shri Nawal Kishore joined the Bihar Administrative Service in July 1992, demonstrating an exceptional track record across various key departments including the Rural Development Department, Revenue and Land Reforms Department, Social Welfare Department, Registration Department, Food and Consumer Protection Department, Land Acquisition Department and the Municipal Corporation.

Upon promotion to Selection Grade, served with distinction as Additional Collector, Deputy Development Commissioner and also as In-charge District Magistrate. Delivered outstanding service as Private Secretary to the Honorable Minister of SC & ST Welfare Department followed by a significant tenure as Additional Secretary in the Chief Minister’s Secretariat, Bihar.

In the Revenue and Land Reforms Department, held positions as Additional Secretary and Joint Director (Consolidation). Pioneered the use of new technologies in land records preservation, enhancing efficiency and transparency. In a quasi-judicial role, achieved a high rate of disposal of court cases, setting benchmarks in administrative justice.

Served as an Election Observer for both Parliamentary and State Assembly elections in States such as Arunachal Pradesh, Meghalaya, Assam, Odisha and Telangana ensuring free and fair electoral processes. Also served as a Member of Screening Committee for Vigilance Department, Election Department, Social Welfare Department, SC & ST welfare Department where the performance of the Officer was excellent.

After promotion to the Indian Administrative Service, took charge as Director of SC & ST Welfare Department playing a pivotal role in advancing the academic interests and support systems for students from SC and ST communities.

Actively participated in the International Seminar on Land Pooling held in Delhi and successfully organized National and International seminars in Patna focused on the implementation of modern technologies in land records management.
