Biography
Shri Pankaj Kumar, I.A.S (Retd.), was born on 21st February, 1965. He holds two Master’s degrees from Patna University – one in Geology and the other in Labour and Social Welfare.
With a deep interest to serve the society at large, Shri Kumar joined the Bihar Administrative Service on 18th May 1992 and later inducted into the Indian Administrative Service in year 2022. He superannuated on 28 February 2025 after illustrious career spanning nearly 33 years.
Shri Kumar held several key positions from Block level to State level, demonstrating exemplary administrative abilities, efficiency and commitment to public service. He has also played key role in the conduct of Parliamentary, Assembly, Panchayat and Municipal elections and also served as Election Observer during the Assembly Elections in Orissa and West Bengal.
As Joint Secretary, Transport Department, Shri Kumar played a pivotal role in framing many government policies that paved the way for numerous reforms in the Transport Department. Under his leadership, several services of the Transport Department were transitioned to online platform, bringing greater transparency and efficiency to the system.
During his tenure as District Magistrate Sheohar, he efficiently implemented the social welfare schemes and government development programmes. His work as District Election Officer Sheohar, during Lok Sabha election 2024 was widely appreciated for effective planning and fair execution.
As Director, Primary Education, he played key role in recruitment of more than 2,30,000 teachers, a milestone that substantially strengthened the Bihar’s education system and improved access to the quality education across the state.
